PROBLEM TO BE SOLVED: To protect the privacy of a user who uses a mobile unit that is a positioning target, in particular, to protect the privacy of the user even in a positioning request from another network to a mobile unit belonging to a present network, in a positioning system over a mobile communication network. SOLUTION: Privacy setting information of a mobile unit belonging to the present network is held by a positioning gateway device of the present network, a positioning request from a client device connected to the other network to the mobile unit belonging to the present network is passed through the positioning gateway device of the present network (step 4), privacy setting of the mobile unit that is the positioning target is confirmed in the positioning request and in a positioning result notification (step 5 and step 11) and only in a case where the positioning request and the positioning notification are permitted, a positioning process and a positioning result notifying process are performed.
