PROBLEM TO BE SOLVED: To provide a communication system which can efficiently use a communication band.

SOLUTION: A base station 20 measures communication quality while communicating with a terminal 10, and transmits it to a policy determining apparatus 50. The policy determining apparatus 50 determines a communication quality policy including the communication band to be assigned to the terminal 10 based on the received communication quality. A gateway 40 performs control of shaping by a packet filter, etc. so as to obtain communication which guards the policy information received from the policy determining apparatus 50.
