PROBLEM TO BE SOLVED: To provide a toner transporting roller which improves image density by improving the supplied amount of toner which is transported. SOLUTION: The toner transporting roller is rotated while being abutted to a developing roller surface, transports the toner in a toner pool by holding the toner and supplies the toner to the developing roller surface in a developing mechanism for an image forming apparatus involving a developing operation by the toner. The toner transporting roller is provided with a foaming body layer 12 forming the roller surface and when the roller is compressed by a prescribed pressure from the surface, the crushed ratio on a surface section 13 of the foaming body layer is smaller than the crushed ratio on a central side 14.
