PROBLEM TO BE SOLVED: To provide a hot water heating device performing a heating operation for a prescribed time with time allowance from detection of shortage of circulation water to filling-up of the circulation water while making a user recognize filling-up of the circulation water. SOLUTION: The heating operation is temporarily stopped when a water level sensor 12 disposed inside of a cistern tank 5, detects a water level lower than a prescribed water level during heating operation stop or during heating operation, and the heating operation can be performed only by turning an operation switch on until a prescribed time lapses from the stop, the filling-up operation of the circulation water can be performed with time allowance while making the user recognize the filling-up of the circulated water.
