PROBLEM TO BE SOLVED: To provide a hand operating device of a bicycle enabling smooth hand operations irrespective of the shape of a handlebar and having an operation part which does not obstruct the hand operations. SOLUTION: The operation part A includes a clamp part B for the mounting on the handlebar. The clamp part B and the operation part A are joined rotatably to each other with a screw 80 (machine screw). Recessed and projecting parts (a recessed and projecting part 62, a recessed and projecting part 83) are formed on the respective opposed surfaces of the operation part A and the clamp part B around the screw 80 at a predetermined angular interval. The recessed and projecting parts of the operation part A is not engaged with the recessed and projecting part of the clamp part B when the screw 80 is loosened.
