PROBLEM TO BE SOLVED: To enable segregation disposal, or to reuse a binder by making a base of the binder attachable and detachable to/from a backbone. SOLUTION: Holes 11A, 30 are formed at the backbone 11 and the base 13 fixed to the inner surface of this backbone 11. The base 13 is determined at a fixed position so that the holes 30 coincide with the holes of the backbone 11A, and fixed at this position by a base fixture 14. This base fixture 14 is composed of a vertical unit 45B positioned in the holes 30, 11A, a back member 43 having an outside part 45A connected to the lower end of the vertical unit 45B, and a rotary member 44 combined with the hood member 43. The rotary member 44 is displaced to an approximately horizontal attitude in a state that the outside part 45A is attached to the outside surface of the backbone 11.
