A broadcasting receiver and a customized broadcasting signal reception method are provided to receive a customized broadcasting signal suitable for a resource status by transmitting the resource status to an SP(Service Provider). A network interface unit(502) transceives an IP(Internet Protocol) packet through the network. A display unit(526) displays a broadcasting signal included in the IP packet. A controller(506) displays an available service information list, which includes size information of a program received from an SP, included in the IP packet, selects a target bit rate among the size information, and transmits the selected target bit rate to the SP. A service control manager(516) controls reception of the program having the transmitted target bit rate.
