A continuous casting method for preventing break-out is provided to increase the efficiency in continuous casting of billets for steel reinforcement and reduce the risk of safety accident. A continuous casting method for preventing break-out is characterized in that the content of manganese in alloy composition of molten steel(2) is set within the range, manganese wt% > 2.5 x silicon wt% + 0.15, in order to prevent slab burst by solid mold slag. When the content of manganese is lowered to 0.2~0.8 wt% the content of silicon is also lowered, satisfying manganese wt% > 2.5 x silicon wt% + 0.15. A steel reinforcement casted by the continuous casting method is composed of carbon(C) 0.1~0.4 wt%, silicon(Si) 0.1~0.3 wt%, manganese(Mn) 0.2~1.5 wt%, phosphorus(P) less than 0.08 wt%, sulfur(S) 0.06 wt%, and the rest of iron(Fe).
