A developing process of a laser printer is provided to implement high printing resolution and concentration by using a negative photoconductive material and a small carrier. A charging unit(2) has negative electrostatic property and keeps electric charge. An exposure unit(3) forms a latent electrostatic image by lowering electric potential according to laser beam, which is scanned to a part of a photoconductive body based on a signal received from a computer. A developer(4) forms toner, which is charged in a mixer, on a brush by using a developing electrode included in a non-magnetic sleeve.
