RESOURCE MANAGEMENT SYSTEM AND METHOD BASED ON RADIO RESOURCES

A resource management system based on radio resources and a method thereof are provided to manage radio resources about each base station cell by using a radio resource state, thereby enabling a base station to effectively perform radio resource management. A radio resource management unit(120) comprises the following units. An allocation rule generator(121) sets N resources to general calls. N+M resources are set in handover calls. An available resource calculator(122) calculates a currently available radio resource amount. A radio resource processor(123) allocates and returns radio resources. Resources which are less than the maximum N are set in the general calls through the allocation and return. Resources which are less than the maximum N+M are set in the handover calls through the allocation and return.
