A method for controlling transmission power based on noise power in a wireless communications system, a transmission device and a receiving device are provided to achieve reception quality by preventing the increase of an average transmission power in the case in which gain change is generated by the electric wave of a short period. A receiver transmits first signal for determining the noise power between transmitters. The transmitter controls the transmission power of second signal transmitted to a corresponding receiver according to the noise power determined based on a first signal. When the noise power increased, the transmitter reduces the transmission power.
