A use charge discounting system of a mobile communications terminal and a method thereof according to the customer loyalty of a client for directly selecting contents are provided to discount the use charge of the mobile communications terminal by evaluating the loyalty of the customer. A customer manager(202) manages and stores terminal information and user information. A contents management unit(204) supplies a contents list including the content information. The contents management unit configures the selected contents table to the user. A charge calculator produces the use charge of the user. A loyalty measurer accumulates loyalty points according to the use of contents. The loyalty measurer calculates discount fee about the calculated use charge. An idle screen manager(206) manages and stores the generated stand-by screen to the idle screen DB.
