An ROM writer embedded in a mobile device is provided to complete the perfect writing through only one-time flash ROM writing, thereby reducing the manufacturing cost and time of the mobile device. A flash ROM(Read Only Memory)(31) comprises a boot ROM(35), a recording medium access unit(33), one or more sockets(36,37,38), a CPU(Central Processing Unit)(32) and a memory(34). The boot ROM stores a boot roader and application for writing. One or more target ROMs in which the original image is recorded are mounted on one or more sockets. The CPU controls data, stored in the recording medium(39), so as to be written in a least ROM.
