PROBLEM TO BE SOLVED: To provide a cleaning device capable of suppressing scattering of a residual toner and cleaning performance deterioration. SOLUTION: The cleaning device includes: a rotating cleaning member 34 disposed facing a roller 29 across an intermediate transfer belt 22; a toner recovery roller 35 that comes in contact with the surface of the rotating cleaning member 34 in an upper position (contact portion) of the cleaning member 34; a recovery housing 36 disposed along the lower outer circumferential shape of the rotating cleaning member 34; a toner receiving part 38 that forms a retention and accumulation cavity 37 on the downstream side of the contact part in the rotating direction of the toner recovery roller; and a cleaning blade 39 that comes in counter contact with the surface of the toner recovery roller 35 on the downstream side of the retention and accumulation cavity 37.
