PROBLEM TO BE SOLVED: To provide a steel for rolling member, the rolling member and a method for manufacturing the rolling member which can restrain the generation of carbide at a vacuum carburizing time and can improve the service life for rolling fatigue. SOLUTION: The steel for rolling member contains, by mass%, 0.10-0.30% C, 0.50-3.00% Si, 0.30-3.00% Mn,≤0.030% P,≤0.030% S, 0.01-1.00% Cu, 0.01-3.00% Ni, and 0.30-1.00% Cr and the balance Fe with inevitable impurities, and satisfies Si[%]+Ni[%]+Cu[%]-Cr[%]>0.3.
