PROBLEM TO BE SOLVED: To provide a debugging device and a debugging method having no restriction in the set number of event points without requiring addition or the like of a hardware circuit. SOLUTION: A host 11 is provided with an event point information table 15a for storing for each function, as event point information of a prescribed event set in a program to be debugged, address information of an instruction in which event point information is set, and the host 11 checks whether the event point information is set in a function to be executed next or not while referring to the event point information table 15a when the instruction of a program is executed. When it is determined that the event point information is set, the host 11 sets, to an event point register group 12a of an emulator, the address information stored in the event point information table 15a about the function to be executed next which is determined as a function in which the event point information is set.
