摘要 PROBLEM TO BE SOLVED: To perform control wherein interference occurring between a plurality of control targets is considered while reducing trouble on adjustment of a parameter of a PID adjuster. SOLUTION: A transfer function matrix parameter identification means 16 identifies a parameter of a transfer function matrix representing the control target 13 preset with a structure based on time series data of an operation amount MV and time series data of a control amount PV output from the control target 13 according to the operation amount MV, a PID parameter calculation means 15 calculates the parameter of the PID adjuster 12 controlling the control target 13 based on the parameter of the transfer function matrix identified in the transfer function matrix parameter identification means 16, and a model prediction control parameter calculation means 14 calculates a parameter for controlling a setting value SV<SB>PID</SB>of the PID adjuster 12 by model prediction control based on the parameter of the transfer function matrix identified in the transfer function matrix parameter identification means 16.
