PROBLEM TO BE SOLVED: To properly adjust a PID parameter without requiring skill. SOLUTION: A multiple transfer function parameter identification means 14 identifies parameters of a plurality of transfer functions representing a control target 13 preset with a structure based on time series data of an operation amount MV input to the control target 13 and time series data of a control amount PV output from the control target 13 according to the operation amount MV, a relevance ratio calculation means 15 calculates a relevance ratio between an estimation value of the control amount PV by the transfer function and an actual measurement of the control amount PV output from the control target 13, an optimal relevance ratio transfer function selection means 16 selects the transfer function having most excellent relevance ratio calculated in the relevance ratio calculation means 15 as a model of the control target 13, and an optimum PID parameter search means 17 searches for the PID parameter such that a predetermined evaluation index is satisfied with the transfer function selected in the optimal relevance ratio transfer function selection means 16 as a target.
