PROBLEM TO BE SOLVED: To provide a program creation device capable of suppressing that no wire connection of a processing unit or erroneous wire connection between processing units occurs when creating a flow chart. SOLUTION: This program creation device comprises: a unit list display part 202 for displaying the processing units inside a processing unit storage part 201 as a unit list; a flow chart display part 206 for displaying the flow chart 47 comprising the processing unit on an execution flow; a processing unit insertion part 211 for inserting the processing unit selected on the unit list into a position on the execution flow indicated by operation input; a program generation part 207 for generating a control program of an image processing controller based on the flow chart; and a transfer part 208 for transferring the control program to the image processing controller 11.
