PROBLEM TO BE SOLVED: To achieve a short processing period, a simple processing apparatus, easy processing work, and to prevent oozing, from woody material, of non-flammable chemical for woody material having an adverse effect upon a surface coating film due to moisture absorption properties. SOLUTION: In the water in which sodium hydrogen carbonate is dissolved as ammonium series chemical gasified by heating, any of boric acid, sodium borate, potassium borate and ammonium borate, or a mixture thereof is dissolved as boron series non-flammable chemical in a sole solubility or higher.
