PROBLEM TO BE SOLVED: To provide a tightening and loosening tool for a bolt and nut capable of easily temporarily fastening the bolt or nut at a location separated from a position to be fastened. SOLUTION: The tool is provided with a rotating part 21 having a fitting part 23 for fitting with the bolt or nut to be tighten or loosen, an arm part 31 supporting the rotating part 21 so that a direction of a rotational axis of the rotation part 21 can be freely changed, and a traction member 61 wound on the rotating part 21 and pulling and driving the rotation part 21. The rotational axis of the fastening position can be aligned with the rotation axis of the bolt or nut by changing the rotation axis of the rotating part 21. The traction member 61 is pulled to continuously rotate the rotating part 21, and the male screw/female screw at the fastening position can be engaged with the bolt or nut for temporary fastening.
