PROBLEM TO BE SOLVED: To provide a cleaning device and an image forming apparatus capable of preventing waste toner collected by the cleaning device from being leaked. SOLUTION: The cleaning device is constituted so that residual toner on a transfer body is collected by a blade member made to abut on the transfer body, and is conveyed to a waste toner collection container by a waste toner conveying screw. By providing a waste toner leakage preventing member at an upstream part in the direction of the waste toner collection container, the residual toner moved to an upstream side in a conveying direction is pushed back to a downstream side by the waste toner leakage preventing member, whereby the waste toner is prevented from being leaked from the end.
