PROBLEM TO BE SOLVED: To provide a controller for an internal combustion engine capable of enhancing the controlling accuracy of the ignition timing control even when the reliability of the calculated suction air amount is likely to degrade, and also capable of reducing the manufacturing costs. SOLUTION: The controller 1 has an ECU 2 which calculates a calculative suction amount Gcyl (Step 17), calculates in accordance with the engine speed NE, a maximum presumptive suction amount Gcyl_max that can be sucked into a cylinder 3a at the engine speed NE (Step 50), calculates a normalized suction amount Kgcyl as the ratio of Gcyl to Gcyl_max (Step 51), and decides the ignition timing Iglog in accordance with the obtained calculations and the engine speed NE (Steps 52 and 54).
