<P>PROBLEM TO BE SOLVED: To reliably perform carrying control or printing control during tag label formation while simplifying the process in manufacturing a tag medium. <P>SOLUTION: The device includes a carrying roller drive shaft 108 for carrying a substrate tape 10 having a wireless tag circuit element To disposed thereon; a printing head 23 for performing predetermining printing; an information transmitting and receiving loop antenna LC2 for performing transmission and receiving of data by radio communication to the wireless tag circuit element To; and a position detecting loop antenna LC1 for detecting a control reference position of the wireless tag circuit element To by detecting radio communication.
