PROBLEM TO BE SOLVED: To solve the problem that the number of frame memories (the quantity of memories) is large and a cost is increased and a pull-down signal having a regularity excepting a video signal is difficult to conduct stable IP conversion (interlace-progressive conversion) in a conventional technology deciding a film mode in the case of the IP conversion. SOLUTION: A correlation between images in a current frame and a previous frame is computed by using one frame memory (for storing the image in the previous frame), and only the mean of the correlation values of the images in several frames in the past and the result (1 bit) of the decision are stored. Consequently, a device 2 for deciding the film mode capable of deciding whether or not an input image is a 32 pull-down signal, a 22 pull-down signal or the video signal is obtained by small quantities of the memories and a simple circuit constitution.
