PROBLEM TO BE SOLVED: To prevent the occurrence of large wasteful cost of facility investment, while securing safety by preventing misunderstanding on the part of user. SOLUTION: This service control device associatively stores and manages ID-address pairs and an expiration date acquired from a communication control apparatus as ID-address management information. The service control device provides service by permitting processing, based on the content of a service request as succeeding in authentication of the user of a terminal unit which is a transmitter of the service request, when user IDs mutually match, by comparing the user IDs contained in the ID-address pairs of a record with the user ID acquired from the service request; when the record (ID-address pairs) corresponding to an IP address acquired from this service request exists in the ID-address management information; and when the service request is received from the terminal unit.
