PROBLEM TO BE SOLVED: To provide a coordination and authentication unit for loadable programs, capable of handling information of a plurality of users without deteriorating the strength of security. SOLUTION: An authentication information management system 42 for acquiring and managing biometric information etc. to authenticate a user is stored in a chip of a terminal. The authentication information management system 42 includes a system manager 10, in which the loadable programs, which are a variety of authentication information acquisition management programs, are handled. A plurality of loadable programs are prepared, each being managed by a channel used by the user to communicate with the chip, a loadable program application ID, and a session number.
