PROBLEM TO BE SOLVED: To provide a printer and a printing program charging a fee and for completing printing onto a supplied recording medium, and to provide a reading device and a reading program charging a fee and for completing printing onto a supplied recording medium. SOLUTION: This printer has a printing means for implementing printing onto the recording medium, a charging means for charging a fee according to the execution of the printing by the printing means, a determining means for determining whether a fee can be charged by the charging means, and a control means for controlling the printing means to execute the printing when determined that the fee can be charged by the determining means, and to continue the charged printing while preventing the next printing, even when the determining means determines that the fee cannot be charged, during the charged printing executed by the printing means when the determining means determines that the fee can be charged.
