PROBLEM TO BE SOLVED: To provide an inexpensive polarized wave scrambler having an excellent temperature characteristic that is operated at a high frequency of≥0.5 MHz. SOLUTION: A plurality of rectangular piezoelectric elements are attached on the circumferential part of a metallic column, on which an optical fiber 20 is wound without being twisted. A plurality of thus composed double refraction modulators 10A and 10B are used, an AC voltage having substantially the same frequency as the resonance frequency of the piezoelectric elements is applied with AC power supplies 32 and 42, and the polarized wave of light passing through the optical fiber 20 is scrambled. Thus the thin piezoelectric elements can be used without reducing the mechanical strength, a high speed operation is attainable and a polarized wave scrambler having excellent temperature characteristic is provided.
