PROBLEM TO BE SOLVED: To inexpensively perform operation verification of a test program at higher speed at low cost in offline simulation environment of a testing device. SOLUTION: This simulation method includes steps: for measuring a prescribed characteristic from an actual device by use of the test device 100 supplying a test signal to a tested device (DUT) 112; for storing test result data generated from a measurement result acquired by the measurement in a file 136; and for verifying operation of the test plan program by a simulation system 120 simulating the test device 100 by use of the test result data stored in the file 136.
