PROBLEM TO BE SOLVED: To provide an image recognition device, capable of accurately recognizing an image described on a form surface, an image recognition method and a program. SOLUTION: The image recognition device includes a recording part which preliminarily records information based on a reverse image on the reverse side relative to the surface side of a form that is a reading object; an image input part 102 which reads the surface of the form; a noise removing part 118, 218 which removes, when a surface image read by the image input part includes a noise image consisting of show-through on the reverse side, the noise image from the surface image using at least a part of the information; and an image recognition part 140 which recognizes an image described on the surface of the document from the surface image from which the noise image is removed.
