PROBLEM TO BE SOLVED: To press a high-rigidity portion of a binding component in its expanded state using a binding member and to improve a fitting accuracy of the binding component. SOLUTION: A binding component-gripping section 41b draws the binding component 43 in the expanded state into between binding pawls 41k, and split ring portions 43d, 43e of the binding component 43 in the expanded state are pressed from both sides by the right and left binding pawls 41k. In this example, the binding component 43 held by the binding component-gripping section 41b is formed into an approximately half-bound state (pre-formed) with its split ring portions 43d, 43e pressed inside.
