PROBLEM TO BE SOLVED: To provide a paper loading device capable of assuring the stable operations of lifting up and down a tray and reducing the time taken to restart feeding paper after replenishing the tray with a small number of sheets of paper while suppressing the device from growing in size or cost. SOLUTION: The paper loading device 30 is disposed on a side face of a housing 31, at a height a predetermined distance lower than the highest accessible position U of the tray 32, and provided with an urging mechanism 50 to urge the tray 32 upward, wherein the urging mechanism 50 allows the tray 32 to fall beyond the location of the urging mechanism 50 only when a load exceeding a predetermined load is applied to the tray 32. In this configuration, the paper loading device can lift up and down the tray 32 without using a mechanism adversely affected by horizontal movement of the tray 32, such as a gear mechanism, and can hold the tray 32 at a predetermined height when the tray is replenished with a small number of sheets of paper P.
