PROBLEM TO BE SOLVED: To provide an information distributing apparatus and information distribution method which do not perform wasteful information distribution, when distributing information to a user. SOLUTION: In an information distributing apparatus 100, a movement probability calculating portion 105 and a move destination area extracting portion 106 extract user attributes of a user, who is a person carrying a mobile terminal 200 with him and stays in a predetermined area, and extract move destination areas to which the user may move from the predetermined area, on the basis of the extracted user attributes. An area excluding portion 107 then excludes areas where the user has stayed in the past, from the move destination areas extracted by the movement destination area extracting portion 106, and a recommend information generating portion 108 generates recommend information, corresponding to the areas after exclusion.
