PROBLEM TO BE SOLVED: To provide a cold-cathode fluorescent lamp in which an exclusive process for acquiring effects is unnecessary without decreasing a luminous flux maintenance factor, and pealing-off of a phosphor layer does not occur in a bending process of a translucent glass tube. SOLUTION: In the cold-cathode fluorescent lamp 1 which includes the translucent glass tube 2, the phosphor layer 3 formed on an inner face of the translucent glass tube 2, mercury and inactive gas sealed inside, and a cold cathode 4 arranged and sealed in opposition to both end parts of the translucent glass tube 2, and in which the phosphor layer 3 is formed of a plurality of phosphor particles 3a and a binder 3b, the binder 3b is composed of aluminum oxide and boron oxide. Since this binder 3b is formed so as to cover the phosphor particles 3a, and by making the phosphor particles 3a and the binder 3b bonded on the inner face of the translucent glass tube 2, a surface of the phosphor particle 3a is protected by the aluminum oxide.
