PROBLEM TO BE SOLVED: To provide an integrated circuit design device capable of efficiently designing an integrated circuit regarding the integrated circuit design device for designing the integrated circuit. SOLUTION: The integrated circuit design device for designing the integrated circuit by setting and arranging coats which are virtual arrangement regions dividing a mounting block, by a designer through an input means for every one of a plurality of mounting blocks which are regions dividing a chip region, has a block arrangement processing part for arranging each coat at one of the mounting blocks; a region allocation processing part for arranging function blocks which are blocks integrating logic circuits for every function, on the coats arranged in the mounting blocks; and a block evaluation processing part for evaluating the arranged state of the coats in the mounting blocks. The evaluation processing part computes the ratio of the area of the function blocks taking up the area of the coats arranged in the mounting blocks, and displays the computed ratio of the areas of the function blocks and coats by graphics for every coat.
