PROBLEM TO BE SOLVED: To increase the rate of a reaction with carbon dioxide in treating soil or sludge with a solidifying agent. SOLUTION: The solidifying agent C is mixed into dewatered sludge A. After being subjected to the hydration reaction between the sludge A and the solidifying agent C, the mixture is reacted with carbon dioxide to promote the solidification of the sludge A. Carbon dioxide is made a combustion gas D of fossil fuel, and the combustion gas D is reacted while being intercepted from the air in the case 6 of a mixing apparatus 5. A larger amount of carbon dioxide than that of air can be supplied to a reaction place, carbon dioxide reaction can be reacted rapidly, and it is possible to contribute to preventive measures against global warming by using the combustion gas of an engine 21.
