PROBLEM TO BE SOLVED: To provide a winding-rewinding device provided with a function to correctly predict a winder diameter calculation considering field delay time of an applied induction motor to enable a stable tension control by using this predicted excitation command. SOLUTION: This winding-rewinding device includes a diameter correction arithmetic unit 20 for predictively calculating a changed part of the diameter of a winder in field delay time of the induction motor 13 to correct an operation value of the diameter of the winder.
