PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor having a reduced leakage current and improved volume efficiency, and to provide a solid electrolytic capacitor element and its manufacturing method. SOLUTION: An positive electrode body 1 is shaped to be dug down stepwisely in two steps from both faces of a flat valve action metal when a positive electrode part 4 is formed thereon. A first step 11 and a second step 12 are formed between a negative electrode part 2 of the valve action metal surface and the positive electrode part 4. A resist material 3 covers the positive electrode body 1 in a region ranging from a boundary where the second step 12 is formed to an area in contact with the negative electrode part 2. A first-step flat face 31 which prevents the permeation of solution when forming a solid electrolyte is covered with the resist material 3, and the interfacial boundary where the second step 12 is formed is dug down together with the resist material 3 after forming the negative electrode part 2.
