PROBLEM TO BE SOLVED: To secure good combustion with less pumping loss. SOLUTION: An internal combustion engine has a variable compression ratio mechanism A capable of changing a mechanical compression ratio and also has a variable valve timing mechanism B capable of controlling timing of closure of an intake valve 7. When engine load is higher than predetermined load L<SB>2</SB>, the timing of closure of the intake valve 7 is regulated to control amount of air intake into a combustion chamber 5. When engine load is lower than the predetermined load L<SB>2</SB>, both the timing of closure of the intake valve 7 and the degree of opening of a throttle valve 17 are regulated to control amount of air intake into the combustion chamber 5.
