PROBLEM TO BE SOLVED: To provide a roller for a foam panel and a method of manufacturing foam panels capable of manufacturing foam panels of different sizes in good workmanship using a simple configuration without replacing a pressure roller. SOLUTION: The pressure roller to press an upper face member from above when a foaming crude liquid is injected to between the upper face member and a lower face member and left foaming, is composed of a first roller 141 in cylindrical shape and a second roller 142 inserted into the first roller 141 and slidable with it 141 coaxially. This allows a width adjustment in simple configuration to be accomplished through such a procedure that the first roller 141 and the second roller 142 are slid with one another coaxially, which gives the pressure roller 14 a length to suit the size of the foam panels to be manufactured, and it is practicable to manufacture foam panels in good workmanship by pressing from above, the upper face member transported by the pressure roller 14.
