PROBLEM TO BE SOLVED: To provide a underground structure and a water cutoff method, having high durability and obtaining a seal structure, facilitating construction. SOLUTION: This underground structure 1 is constructed using a plurality of tunnel boxes 10, 10 juxtaposed by a jacking method. In the two adjacent tunnel boxes 10, 10, the outer surface 10a of at least one tunnel box opposite to the other tunnel box 10 is provided with an elastic seal member 20 formed of hard rubber having water swelling property, which is disposed along the propulsion direction.
