PROBLEM TO BE SOLVED: To provide a cutting tape that can be torn straight smoothly, allows the easy opening of a packaging bag, and can be attached to the packaging bag easily by a general bag making machine, and to provide a packaging bag with a cutting tape. SOLUTION: The cutting tape 120 comprises a leading part 121, a first base 122, a second base 123, and a sealing layer 124. The leading part 121 has been fusion-bonded to a sealant layer 1111 through the sealing layer 124. The first base part 122 and the second base part 123 have: laminated parts 1221 and 1231 which have been laminated to the leading part 121 and have small thicknesses; and bodies 1222 and 1232 which have been fusion-bonded to the sealant layer 1111. The laminated parts 1221 and 1231 have been fusion-bonded to the leading part 121. The bodies 1222 and 1232 protrude to the sealant layer 1111 side to form protrudent parts 1223 and 1233 which have approximately trapezoidal sectional shapes having slants on the leading part 121 side.
