PROBLEM TO BE SOLVED: To provide a powder preparation which can well exhibit storage stability, redissolution ability, and transparency after redissolution.

SOLUTION: Provided is a powder preparation including powder particles having a core particle obtained by drying an emulsion composition containing (a) an oil component containing at least one functional oil component, (b) a surfactant containing at least either a sucrose fatty acid ester or a polyglycerol fatty acid ester, and (c) a phospholipid, wherein the content of the surfactant (b) is not less than the content of the phopholipid (c) and a coating layer which coats the core particle and contains not less than 50 mass% surfactant having an HLB of not less than 12.
