PROBLEM TO BE SOLVED: To provide a sheet material adhering device which can prevent crinkle or oblique curl of a medium and mixing of air bubbles after adherence by eliminating variation of adhering position when a first sheet material and a second sheet material are obliquely conveyed and both sheet materials are crossly adhered at the oblique position, and also to provide an image forming device. SOLUTION: The sheet material adhering device is provided with a torque limiter TR for imparting a torque reverse to the conveying direction of the release paper with respect to a sheet holding roll for deliverably holding the second sheet material adhering to the first sheet material with an adhering means and a laminated released paper in a winding state.
