Provided are an optical fiber cutter and an optical fiber end treating method, which are enabled to cut an optical fiber precisely by removing the cladding reliably. An optical fiber cutter (10) for cutting an optical fiber (70) having a glass fiber fitted in a cladding, comprises clamps (15 and 16) for clamping the optical fiber (70), pad members (17 and 18) for placing a cut portion (71) of the optical fiber (70) thereon, a cladding marring mechanism (19) for marring the cladding of the optical fiber (70) placed on the pad members (17 and 18), and an initial marring mechanism (41) for initially marring the glass fiber of the optical fiber (70) placed on the pad members (17 and 18).
