PROBLEM TO BE SOLVED: To provide an information display panel which keeps display characteristics excellent during both high-frequency continuous driving and low-frequency intermittent driving. SOLUTION: The information display panel which has at least one kind of display medium, formed in the form of a particle group of at least one kind of particles, charged in the space between two substrates at least one of which is transparent, and electrically drives the display medium to display information of an image etc., is so constituted that first child particles are embedded as the particles for the display medium in mother particles to form the mother particles with the first child particles, an adhesive layer is provided outside the mother particles with the first child particles, and second child particles having smaller particle size than the mother particles and higher hardness than the mother particles are embedded in the adhesive layer.
