PROBLEM TO BE SOLVED: To provide a twin tank type toilet bowl flushing water container saving water by recycling water. SOLUTION: A twin tank type flush device comprises a first upper tank adapted for collection of flushing water, and a second lower tank arranged to receive and store used flushing water from the first tank, the first tank being constituted to receive water and having at least one outlet to discharge excess water into the second lower tank. The lower tank is constituted to selectively discharge the stored water either to a toilet bowl to flush the toilet bowl or to a public drainage system, either manually or by timed discharge, to avoid overflow in the lower tank.
