<P>PROBLEM TO BE SOLVED: To provide a recompression technology adapted to the multi-channel programming of digital broadcast. <P>SOLUTION: This recompression system is provided with: a decoder (111) which has communication channels corresponding to a plurality of resolutions, and when digital broadcasting wave encoded by first compression ratio is received, decodes it to generate a base band video image; an encoder (131) which encodes a base band video image of each channel by second compression ratio to buffer it; and a multiplexer (151) which multiplexes an encoded video image of each channel to output a transmission stream. The decoder superimposes decoding information showing whether or not the base band video image is valid on the base band video image.
