PROBLEM TO BE SOLVED: To provide a cone drastically reducing pulsation caused by spiral whirl and suppressing vibration and noise by a simple configuration. SOLUTION: The cone 7 is arranged at the center of a rotating shaft of a runner of a water turbine rotatable by water flowing in from an inflow port, and grooves 35 are formed on the side face of the cone from the base end side to the tip side along the direction opposite to the rotating direction of the runner. In this case, the cone 7 is provided with a cone base end 31 continued to the runner and a cone tip 32 continued to the cone base end 31, and the grooves 35 are formed at least on the side face of the cone tip 32.
